When the Sun rise or set, the sky is tinted of orange, the blue rays being almost fully scattered by Earth's atmosphere. So, the rainbows which occur at the sunrise (this is the case here) or at the sunset present a lack of blue tints. On this composite, the "green band" is hard to see, and the blue one is... completely invisible!
Further, we note that when the Sun is low, the rainbow elevation is maximum: 42 degrees. Then its altitude decrease as the Sun arise. And when the Sun is at an elevation of 42 degrees, it touch the horizon.
